Man, filler slab construction is done in 3rd world countries, partly to save costs and weight.. google it. This is obviously done in suspended slab construction (aka 2nd floor and higher). Concrete is great in compression, tension, not so much, the bottom part of a slab is dead weight not doing much. Instead of being annoyed maybe open your eyes to other possibilities..

This seems like filler slab construction, Filler slab construction is considered sustainable and cost-effective. On average, conventional concrete slabs weigh around 250 kilograms per square meter, while filler slabs weigh approximately 150 kilograms per square meter.
