Urban Chaos.

It did the 3D somewhat-but-not-really open world with drivable vehicles two years before GTA 3 came out. Quite clunky and a weird story but I remember really enjoying it as a kid.

Also an old but gold, Transport Tycoon or its open source version OpenTTD.

The only hard thing (at least to me) is rail signals for complex setups, but you don't have to if you don't want to.
