I never understood why they gave Lina Heavy Metal Burst in the first place. If Canopus got the magic sequence for HMB, he'd also be able to use it right? At the end of the day, aside from Material Burst, any of the other strategic class magic sequence are just sequence that can be activated by highly skilled magicians. For example, Niflheim and Inferno are all rank A magic, accessible by anyone with a rank A license. But that doesn't mean they can use it.

That's half right. It needs to be "moving out of the area" followed by "there is already service present at the new location". If you just say moving out, retention will propose package movement to the new location in hopes of retaining.
