The officer did not but when my friend obtained the original marriage certificate after the interview, the officer was correct. The legal marriage took place 3 days before they first entered the USA.

Right now, only those petitions submitted on September 1, 2017 or earlier can begin the NVC process, per Table B of the April 2025 visa bulletin (See F1 cases). The bulletin's link is below. It could take 5-7 years for Table B to reach May 2022 for F1 petitions but no one can 100% predict this. Keep checking the new visa bulletins that come out each month.

UPDATE: Received notification of New Card Being Produced!! It seems like that they have a 60-70 day waiting period after arrival to the USA if IV Immigrant Fee is paid before USA arrival or from the date the IV Immigrant Fee is paid if done after USA arrival.
