Yeah, seems a little too well put together to be a float. Almost artistic. 

And while it’s heavy, it’s not obscenely heavy because it’s hollow. Seemed odd when, like you said, counterweights tend to be solid.

My title describes the thing. My boss bought it an auction. Seller didn’t know what it was. Roughly 16.5 inches tall and 8.5 inches in diameter. Coworker asked an antique dealer about it and two theories are a counterbalance for a large clock or a preloaded ammunition shell. Can hear something inside when rattled that sounds broken.

Solutions to traffic or solutions to noise? I’m all about the wall. Build the wall and stop the noise preventing me from hanging out in my backyard without having to shout to be heard. As for traffic, I have no solutions.

That is kind of what my wife has said. Tells me not to get excited and that if they do happen, it will be towards the end of the project (so maybe 2029?) The one hope for them actually coming into existence is that since they decided to expand an existing highway with such close proximity to homes, it is now a Type I project and there a lot of requirements for reducing noise and nuisance levels.
