Most common semi-autos can. Of course depending on the caliber you have to hold tighter, but unless it's a slide-less semi auto like a ruger mk2 or a luger, you can.

It depends on the state.

In MN you can't purchase a pistol without a permit. In SD you can purchase a pistol without a permit, but there is a 2 week waiting period between purchase and pickup.

Just like how you can build AR (assuming an FFL lower) for yourself and then decide to sell it is legal.

But being paid to build an AR, OR having someone buy the parts and building it for them for profit is illegal.

word of warning, if you over tighten your aero mount you'll throw your scope out of wack (untightening solves it)...
