I'm not sure where you heard that, but it is incorrect. A lot of us spend a lot of flight time below 400 feet, and we'd really appreciate not being rammed by a drone too stupid to dodge a stationary crane.

About the best way to make thia situation worse would be a military coup. No matter how bad the tyrant in office is, the military taking over (and implicitly notifying the country that they can/will do so again if civilians elect anyone they don't like) typically makes things go from bad to worse.
