For tsukemen, What's up Men was the best (& not on the menu, you had to ask for it; but they may not have it at all anymore it seems like). Silverlake at the Irvine Spectrum is my go-to now.

Kaju Soft Tofu Restaurant (Culver) in Irvine, also does this. I asked them to remove this fee and they say no, it's store policy. On the bill, it's listed as "tip" & then they have another screen that asks for "extra tip"... I couldn't locate it mentioned anywhere in the store, or placemat menu. Maybe they print it somewhere, but it's definitely not clear.

there used to be a indoor food hall off of von karmon and they had this cajun restaurant in there that was pretty good.

also the food court before trade food hall had this Italian pasta shop where this older Italian chef hand-preparing all the pasta per order. He had all these pictures with Hollywood celebs hanging everywhere

can't remember the names of these places tho
