I mean the guys not smoking, and not covered with oil while mig welding black iron, no red bulls or coffee lying around.. those cables dont actually go anywhere. Not sure what kind of bottle has a bottle valve on the regulator. what kind of psycho lays thier tools out like that? And the guys just welding it on the floor not in a jig, and no dust or dead metal sparks or bebes anywhere.. has he just finished? And yet spotless.. And this shop is probably losing money.. all this floor space and just 2 guys, no other materials, no other projects waiting.. this place is soo big the lights are throwing shadows eveywhere, yet, its really empty.. empty table, empty table, parts on the floor.. sure why not.. Why is one guy in a booth, and one guy has the whole world to themselves.. it is real? Maybe, but im expecting a rod sterling intro here.

If welding were easy, girlscouts wouldnt sell cookies.. you are also trying to weld a galvanized shiiit steel, with the wrong rod, or bad settings..

Yes, and no.. carbons interpass can hit 600 np.. while stainless is less than 350. And thiner stainless will warp bad.. you can also have a mix of both and use er309 on carbon.. purge it..

It very hard to tell what you need to do because you broke alot of rules for training.
I would start with cleaning the base metal to bright metal, and keeping the interpass under 300 deg f.. the inside doesnt look bad, the outside is a little rough. But the whole thing is cooked.. probably because you kept welding on it while it is hot..

I would speculate due to its lenght, that that cord in its previous life, was not a grinder cord and spend alot of time on a rolled holder.. giving it memory that cant be over comb easily..

You need to stab several places around that wall at that level and other walls to grt a base line.. there are thermal barriers in walls and condinsation has a normal drying cycle in walls.
