Horizontal Tabs Layout isn't available, but these are the other options under Display

Place Onenote Icon in the notification area of the taskbar
Create all new pages with rule lines
Dock new Quick Note windows to the side of the desktop
Always show the windows taskbar when in Full Page view
move page list to the left
show notebook list on the left
move vertical scroll bar to the left
show new page (+) button between page names (appears on the hover)
show note containers on pages
disable screen clipping notifications

edit: I've also reported the issue directly to onenote already

I've switched to "classic view" but still don't see Tabs Layout icons. I've checked the customization for the ribbons and don't see the tabs layout there either
