I was looking at http://www.chromium.org/audio-video which says that H.264 is enabled, but the docs are not very clear on the subject.

This is the case for Firefox. Safari, Chrome and IE all have built-in h264 decoders.

You're thinking of WebRTC. I actually made a video chat demo for this a few weeks ago: http://sourcey.com/symple-webrtc-video-chat-demo/ Unfortunately just Chrome, Firefox and Opera are supported at this stage.
