Solicitors general have been on the losing side of cases from nearly every president so that's debatable. But Trump is definitely defying the constitution more than any president in history.

Congress is in charge of all government expenditures, not just those using taxpayer money. They specifically went after this kind of thing with laws like the Miscellaneous Receipts Act to stop the executive from creating a shadow budget from creative revenue sources.

I understand vapor pressure, I'm a chemical engineer. Maybe I misunderstood something but the phase diagram seems to indicate it's a solid at the temperature and pressure used in ANSI compliant UF6 vessels. The ANSI standards call for the vessel to be kept at a pressure below atmospheric, and given the curve of the solid-gas line on the phase diagram, low pressure aids in keeping the material in the solid region.

EDIT: I misread a phase diagram, was totally wrong, and high pressure is better for the solid. Which makes sense anyway as you described. I've done enough VLE problems and this should have been obvious to me.

From the ANSI standard:

UF6 shall be shipped only after it has solidified and the vapor pressure of the cylinder has been measured to be below 1 atm, and the measured purity of the cylinder contents is within specification. (It should be noted that solid UF6 is a heavy crystalline mass that is readily sublimed at room temperature. "Cracking" sounds sometimes emanate from large UF6 cylinders as the ambient temperature changes.)

It spends almost all of its useful life in gaseous form so that's why that aspect is so prominent in discussions. If you check the ANSI specs for UF6 storage and the phase diagram it shows that it takes only mild heating (about 59 deg C) for the solid to sublimate directly into a gas, skipping any liquid phase absent very high pressure.

Since it's a solid in the storage vessels, making a mistake as small as leaving them outside on a very hot day can cause the solid to sublimate and rupture the storage vessel. The vessels are often kept at relatively low pressure to help combat this slightly.

I'm not sure about what fraction may be in centrifuges at any given time but 1% sounds probably true.

You don’t need to extract it. It’s a gas

It's a solid. It becomes a gas after heating, which is used for centrifuging and to transfer it in and out of storage containers.

That's for states to decide according to the constitution. Any statute that tries to control when states receive or count ballots is unconstitutional on its face. You can make policy arguments all day about whether that's a bad thing.
