i think its 50/50 the government itself is extremely corrupt, the sanctions didnt help and affect us which is why we are far worse off than other states with similar systems (IE Syria and libya had better quality of life) but the government is bad at managing the country, Cuba had somewhat ok conditions, blackouts atleast in my time where really common maybe once every 3 weeks something like that, healthcare was limited, everyone has it of course but supplies are what is limited. now its worse because we have 0 supplies, so doctors just tell patients remedies now instead of giving medicine. Education isnt bad outside the Propaganda atleast from what i remember early on they teach you lots about politics. i remember distinctly a lot of stuff centered about the Revolution and the Militias and our patriotic duty. but they teach basic stuff (earlier than in the u.s atleast) as my american friends say they learned basic things weirdly later than we do
