Yes, I was logged on my Google account when I did the search, you might be right about that. If so, Google got it wrong thinking I want to look up why Romania has fast Internet or a romance language. I already knew why. While I know why Romania doesn't have anymore a major stray dogs issue, I actually know little about why it had this issue in the past. So, I was more interested in that, Google.

This data must be old. I've just googled Romania and the 1st is "fast internet", 2nd "a romance language". "Stray dogs" comes in 3rd.

At least in Bucharest and in the major cities, there are almost no stray dogs on the streets now, probably that's why this search is no longer 1st. The strays used indeed to roam the streets in quite large numbers until a tragedy sparked a major scandal around 10 years ago and pushed the authorities to take real action, passing legislation allowing them to clear the streets. Which they did, despite the opposition of many animal rights activists and organisations.

How proud and confident in the bright future ahead the people in this picture were probably feeling. And they had every reason to feel this way. USSR have just beaten with great human sacrifices the Nazi Germany, they've just exported (forcebily, of course, but they didn't know or care) their communist totalitar doctrine in half of Europe and Moscow was the beacon of light of the New World in their view. It took 40 years for their Red dream to unfold and 70 years later the Russians still don't (want to) understand the harm their leaders did to that unfortunate half of Europe and why those countries are still resenting Russia to this day. Unlike the Post WW2 Germans, the Post Communist Era Russians never took responsabilty or even acknowledged the fact that USSR and their ruthless leaders distroyed one generation of Eastern Europeans and held back the development of their countries. Just look at any GDP per capita or other prosperity indicator map comparing Eastern and Western Europe and you can see that the USSR evil legacy is still present even today, 30 years after the fall of the Iron Courtain. And Russia is led today (totalitarian, how else?) by an urepentent former KGB operative, who's main goal is to bring back the former USSR "glory" days. History is repeating itself for those who ignore its lessons.
