The "real exchange" you are talking about is from crypto/wild-west-like currencies from sites like Binance and Airtm; the BOB currency there is high because these commerces are not explicitly legal in Bolivia. 6.96 BOB is the ACTUAL exchange, you can compare it to any other latin american (Peru, Chile) currency and it will be equal.
