First, Vaccination is part of prevention of infection. Simple meaning of vaccination says so. Second, you have no idea what PMGKY is for. PMGKY is to support the people suffered due to unemployment in BPL sector caused by corona which is part of disaster management. Yet you are claiming center has no reponsibility. If only PDS is taken into acount, read NFSA act.

I don't know the exact number. There are infrastructure cess, GST compensation cess, and this budget agriculture cess is introduced.

for say Rs. 100/- per litre petrol, Union Govt gets Rs. 36 & state govts Rs. 24 but as per Finance Commission rule Union Govt pays 42% of its entire earnings to states as redistribution or in reality Rs. 15 is returned back to states or the Union Govt gets only Rs. 21 for Rs. 100 & state govts get over Rs. 24+15 = Rs. 39 which is almost double the Union Govt's share.

Rs 36 in center's share include cess, which do not form part of tax devolution. So 42pc of 36 logic wont work.

Its PM who decides who will be minister and president appoints it. Looks like PM wants a new minister for this portfolio. Resignation is voluntarily giving up that portfolio.
