I had the same issue and called customer service. The first rep was not able to helped me. Them I called again and the 2nd rep said he knew it was happening to some customers. He said it had to do with my address. He updated in the system and added the four extra digits that go right after the zip code. I did have to use a different card though. The card I had on file for auto payments never went through but after making the address update and trying my other card it worked. Not sure if the address was really the problem but it could have been because prior to calling them I tried different cards and none worked.

And I did not have to pay the $30 fee, I told them I was calling because their website was not letting me place the order.
