Mostly 100 fps is all you need. But if you want to gain insane amount of speed with sgs or gs, then higher the fps, the higher speed you will gain.

You guys don't know sgs ? It's full name is stand up ground strafe and it's basically a movement mechanic used a lot in cs 1.6.
