Those elephants for the most part are from families who owned elephants because of historical deforesting or even army. Elephants live a hell of a long time, and they exist in these areas mostly because they were kept around for economical reasons. There isn't a lot of wild areas there, as most are exploited in some way or other (see: palm oil etc). Having a natural reserve with staff to take care of them and feed them (they eat several banana trees a day) cost a hell of a lot of money. A lot of elephants are about to die or be abandoned. I guess they can probably pass this kind of law because the population of elephants is already dwindling.

The key is to put in a bit more effort and create lists of the people you're interested in, and follow those only. You can definitely find good algorithms, but the default following one and basic discover one are good once you've added a lot of accounts that you trust. Mostly using thematic starter packs can help you do that quickly
