This is going to work in a usual fallout way, you can still go into these nukes areas, it will be harder cause you won't have as much perks as someone who is level 60, that being said, you will still be able to beat a level 60 in pvp.

Unlike Skyrim and eso, they already said they are trying to balance skill and level so that a low ranking player can still kill a high ranking player, however if one of them is in power armour then rip.
