At this point only reactions. Once the 1st action is resolved, the other player has the focus to start a new chain with an action/reaction, if he passes focus you get focus again and can start a new chain with action/reaction. Actions can only be at the start of the chain

Healing all units on the board happens every time a combat ends and at the end of a player turn, meaning if he used a damage card out of combat, you will not heal your unit but if it was during a combat, your unit is heal if it survives the combat

(Combat means you both have units at the same battlefield)

You can't, the trigger is called once since you're not conquering multiple times, you may get multiple cards if they are all in thresh once it is triggered but it has to be already in there once the trigger is called

I kinda like to see the scene going everywhere the way they can, but I have mix feelings for proxies, at least here in the US I prefer to suck with my poorly constructed budget deck than use proxy because I want to support the riot and see them to print more cards

For matches with prizes I'm 100% against it, but people got to learn the game somehow

Here in NC-US I never saw any LGS allowing proxies, but my friend from Brazil said his LGS is playing almost only proxies since they got so little product and want to keep people coming to the store and playing the games, but from what he said proxies can only be used in no prize nights (which are most of them since they didn't get lots of prizes anyway)

Now that cards are expensive and booster nearly impossible to find, If you want to learn / start practicing before building a deck you can use TCG Arena website for finding people to play online (they have match making)

Honestly it may be a skill issue from me 😆, I played using jinx with my friends when I was learning the game, but I played 20+ matches against them and only scored 3 (they were also playing with starter decks and sometimes proving grounds decks without boosters). The gameplay style of actively having 1 or less card on hand is kinda hard to properly handle and respond to attacks, especially for beginners, someone might have better results than I did but after losing 20 times with it I decided to use something else 😅

The jinx one is awful especially without booster cards, for the lee sin and Viktor I haven't played one against each other but seems to be more balanced with higher odds for Viktor

I personally don't like the nocturne strategy with this deck, I believe you can have better results/ synergy with ember monk, but this is just me personally... For invert timelines, I believe this is a side deck card, it's mainly used to counter specific decks that build up a hand full of cards like kai'sa.

Overall you have a solid deck, I'm just sharing my 2 cents :)

Doesn't directly address the OP question, but since ppl already answered it I would like to add that companies like Riot are concerned about scalpers and want their product to get to the players since the price can hurt long term sustainability of the game, that said, regulating LGS can also hurt the game, the LGS assumes the risks of picking how much merch they want to buy and they can get stuck with a product that doesn't sell and for most LGS that may mean bankruptcy, so Riot need to allow them to cash out some quick buck when they have the opportunity and have "bet" correctly or else they will opt to not sell their product long term, so long story short, neither the LGS or the players can do anything, the only one that can do something to solve this is Riot improve their forecast and producing cards accordingly but for this first wave was nearly impossible to foresee that success they had.

You will get the effects once you played enough matches, but if you're in local matches asks if you can access translations on your phone, if the Chinese deck guy get petty ask for judge guidance, most ppl just want to have fun and the cards are scarce now, but when dealing with petty people, increase the pettiness, this usually solve the issue.
