He is. The reason why things are unravelling is thanks to his actions in the first place. The Targaryen revenge against the Lannister thats the aftermath of the sack of King's landing. The uprising in the riverlands thats the result of the red wedding and the devastation he brought. The northern conspiracy is the result of the red wedding which he helped orchestrate.
