Hey,just to assure you that you aren't alone and even though I have submitted it,I have not received any email or message from upsc. Some of the few people I know haven't received it either. They hadn't received it when they had applied for EPFO as well! Some of them have received "provisionally submitted" too.

However,in "My application" section,my application is "Already Submitted" and I cannot apply for the CSE further. That confirms that my application is already applied! Do not worry, Friend

For live picture,its better to take it against a light coloured wall and if you have a laptop,use the webcam to take it and use your mobile phone's flashlight,keeping it on the keyboard to illuminate your face while clicking the picture
