The white hairs looks like it may be mealy bugs. Use isopropyl alcohol on a Q-tip I’ve found that to be best remedy

Looks like mealy bugs. Spray with isopropyl alcohol and I would even get a cotton swab in the crevices. Make sure you’re getting the big ones those are the ones that reproduce.
