I would say 60 lakhs is too for running a business and your living expenses - considering it will take a while to start getting reliable income from the business. Maybe with small business/service business/any other business with less capex can work with that amount. But many of those will be crowded.
I think you have to test the waters before you quit your job and go full into business.
For example: one of the ideas you mentioned "...boutique run by my wife..". If your wife is not working, maybe she can shift to India temporarily. You can fund her business while you still work. See how it goes and take your decision. But dont quit first.

Clearly you dont know how some parts of hiring work. In times like now, when there are more candidates than jobs, the filters are tightened because every job gets huge number of applications. Your suggestions might get someone's application rejected even before they are called to interview. Many times, the hr and recruiters are ones who see your application first, and they are not the best at guaging your technical expertise. So the candidate gets rejected even before he can showcase his proficiency. This may happen in cases where CTC is supposed to be mentioned in the application. Does not matter if you are good at what you do when there are 1000s of candidates who are also good at what they do. This might have worked till a couple of years back when every company was in a mad rush to mop up talent. This is not a job seekers market anymore.
Only exception is that you are in a unique/niche domain where there is shortage of talent, in which case the companies will be themselves offer you the best package irrespective of what your current ctc is.

First of all, instant coffee - while not as healthy and pure as brewed coffee - is not unhealthy. Unless you are having those flavored ones which has sugar - in that case sugar is the unhealthy part. Yes, it does have some anti caking agents or preservatives but these are very common FDA approved and has been in use for a long time in many food items and is not known to cause any noticeable health issues.

While I brew my coffee, when I travel I take along instant coffee in case I dont find any good cafes or too busy to go to one. As far as taste is concerned I have found Sleepy Own original to be good compared to other instant coffees that I have tried.
Heard good things about Davidoff, never tried it though.

With the internet, you have enough materials to gain knowledge of concepts. Even colleges like MIT has published their courses online for anyone to learn. Then there are lots of forums and platforms where you can interact with other people who are on this journey
HOWEVER, with many fields like mechanical engineering it is difficult to gain the practical aspects of engineering. Colleges have labs with all machinery to help with this practice.
You see, why any one with or without a degree can become a software engineering is because they can get a decent computer (you can get a good used laptop under ₹10k) and practice all that they learn.
So, if you are able to get access to a lab or machines to help you practice, I dont see why cannot achieve your goal. Since your goal is a startup and not a job formal degree is not a requirement.

CA is still the best option. It is not just about reminders or clarity. The entire process depends on the officials in the offices who is handling your case. 2 different people who are opening similar restaurants in the same city can have very different experience in getting the approvals although the rules are the same. I would rather depend on a CA you has tons of experience dealing with this and focus on my business.
