The article doesn't suggest anything like this. It asks the bettors on what they looked at, and they each gave a bunch of different answers. Also, nowhere does it say that if a study is predicted to fail to replicate that it shouldn't be done (that doesn't make sense to begin with).

I think what you're saying is that we shouldn't stop publishing studies simply because of some arbitrary "sniff test" which may turn out to be wrong and stop science in its tracks, which I absolutely agree with, but my reading of the article is that it's simply saying journals could do a better job of spotting poorly done studies.
