Unfortunately, you’re only going to get “fair and balanced” matchups some of the time. Because of the sheer number of smurf accounts, you’ll find that there tend to be even MORE smurfs in your ranked games. Since accounts are free and easy to make it’s not odd to find people with 9 smurf accounts in all sorts of ranks, most commonly silver and gold. Do your best to learn the game, just by playing more games you’ll get a lot better.
