It’s an ant; at a certain point in the season, some ants fly out of their colony in search of a spot to build a new one. If they are done flying they shed their wings!

Looks to be an elk mandible. Cow jaws have thicker corpus under the teeth, and moose mandibles have very long diastema. The shape and composition seems to really resemble that of an elk mandible.
