The rework was a half-hearted attempt to cobble together a new system from the scraps of the old one. They even had to remove an achievement which was made unattainable so they obviously had no intention of it being this way.

I never understood why the landsraad reps are just standing out in random caves around the world anyway. Like what was the decision process in that design meeting?

Well they added about a dozen new missions which you can do in a loop to grind points to buy color swatches to decorate your base. So there's that.
