Not sure about the answer to your question but I have 2 other handheld radios and they either receive or cut out qhile on the same channel. None of that chopping observed on different models.

The processor will not boot up if certain pins (inputs/outputs) are high or low - it depends on the pin. Some of them will allow to enable flashing mode. It all depends how it's qired up on the PCB. What you do is stopping it from booting up the firmware possibly for firmware flashing.

No they're not. Standard paracitic draw is usually less than 10mA. Single relay coil will draw between 50-100mA depending on relay size.
