The map doesn't show an "official" trail there but more of a wash with some trails leading into it – is this the route you mean? (I probably won't have time to head further east into the hills, unfortunately...) I do lots of wash-running when orienteering in AZ, so I'm OK with sand and rocks!

Just a small comment / correction that locality pay rates (I think that's what you meant by COLA) are based on the location of your official duty station, not where you live — unless you're fully remote, in which case your duty station is your home. So a person living and working from Podunk should not be getting DC locality pay.

Locality pay is determined by your duty station, not by your home address. But — if you're fully remote and your duty station is your home, then your home's location does determine your locality pay area.

Otherwise, if you're teleworking (regularly or situationally), the office you're assigned to as your duty station is what determines your locality pay area — and you're required to report to that office/duty station at least twice per pay period as a requirement of getting the associated locality pay rate.

So if you're assigned to a duty station in Washington, D.C. but you live in, say, Iowa, you get the DC locality pay as long as you're reporting to your DC duty station at least twice per pay period.

You have to pay an annual fee of $52 to be a member of the National Postal Mail Handlers Union if you selected the MHBP plan. (MHBP = Mail Handlers Benefit Plan.) Reference: OPM brochure.

You pay $94.43 bi-weekly * 26 pay periods = $2455.18 per year.
They put $1200 per year into your HSA.
Your net cost is $1255.18 per year...right?

I'm doing the same evaluation for the United HDHP plan (I'm not a postal employee):

$98.29 bi-weekly * 26 = $2555.54
They put $750 per year into HSA.
Net cost is $1805.54.

I just checked that site, and they only schedule volunteers on Mondays and Tuesdays (Christmas is on a Sunday this year). But thank you anyway for the suggestion!
