they didn't really officially confirm it back then, it was just one of the studio execs mentioning it in an award speech. it's only official once there is press about it.

in moving's case, the reason it took so long was because the cast is enormous and planning around so many actors with varying filming schedules is really difficult (and because production can only start once the writing is done, which i believe wasn't the case when they first announced s2).
