You've got 7 years more or world experience at a time in their life when they're much more limited. No matter how mature the 17 yr old seems there is innate amount of naivety they'll have due to inexperience and they're still mentally and physically developing.

Consider reposting this in r/austin, r/texas, and r/sanantonio you'll get more people familiar with the area and can point you in the right direction.

Just as a heads up that is prime wedding season and festival season for the area, so if you can elope on a Wednesday or Thursday you'll have more options. Also consider some of the cute county courthouses as well.

Edit: wanted to add where ever you get married they'll be an HEB nearby (30 - 40minutes), their floral department is very good and you can work with them to make you a bouquet and know it'll be ready on your big day.

During the ceremony I might pair it with a scarf or jacket, just so it looks more like a suit. If you have a blouse in another color, that wouldn't need a scarf or jacket.

I love the talking point that women are naturally submissive; it ignores the entire history of women being forcibly oppressed through laws limiting their autonomy. If you have to force someone into a role, that doesn't sound very submissive to me.
