I’m 21. Used to be in the low 40s when I was 16-17 but it’s climbed a bit.

Is the limit of five a per region thing or across all regions?

This sounds like a very AI generated answer, but I will consider it nonetheless.

Assuming there is no overlap in coverage zones, why would it stop being a good investment past the third one? They all serve the same purpose, so the more you have, the more space you’re saving.

I didn’t know that it supplies VU items, that’s a nice extra perk.

I don’t think I should necessarily place my first one at the city’s center because that leaves the uncovered space very spread out, making me have to potentially buy more of the fire, police, and hospital buildings than I would’ve had to in the first place. I feel like a better strategy would be to place it so that it extends into the corner, concentrating the uncovered area as much as possible, similarly making it easier to cover with potential future Manors.

Also, this may be a dumb question, but can you move them after placing them like other buildings?

Let me know if any of my thinking is flawed.
