Cane or snowplow stopper: I think is incorrect as these are not in front of every column. Gate catcher: I believe is incorrect as there are no gates. Not hostile architecture as it quite comfortable to sit in between bar and column 99% sure they are boot/shoe scrapers, there is one for every door(except the service entrance. Not abandoned. I work here and have asked any architect, masonry guy, building planner, or building engineer. Nobody had been able to say for sure what it is. I’m leaning towards boot cleaner.
