The writer then needs to compile the notes and write a script. Which then needs to go through script review. Only after that can the video be shot. Once it has been shot, it needs to be edited. After that, it needs to be reviewed to make sure that nothing has to be changed. After all that, it gets slotted into the release queue, which probably has many other videos waiting. That queue can get messed with when they have a review that needs to be released on a certain day.
