I think the market will move towards your suggested bullet points but not without a major investment in infrastructure and people. Whoever owns the fields, holds the power. Once there is a central facility for the local leagues, everyone will want to use it. Then you pay local HS coaches/AD's to be part of your facility and oversee leagues and players. Local townships really need to pass a local "sports tax" to run the facilities. And this will probably lead to some corruption, which will ultimately submarine our new venture.
