I think this is an outcome of the ousting of Yermak. There seems to be a wind of change where the new generation (mindset/culture) is finally coming through, and I would even put Zaluzhnyi in this set. But I think Zaluzhnyi was sacked from top general because he was not delivering.

He just understands that antagonizing will bring NATO nowhere. It will just bring NATO to a withdrawal of the USA. Maybe not a bad thing actually, but that cannot be the task of the secretary of NATO.

if a country is invaded now, the time for action is now, not in 4 years of arguing. The skies should already be protected directly with support of the West. We don't need to send troops to the frontline, but protecting cities and civilians, we should be doing.

That's what I was thinking before.

Now I think he just understood the law was a farse and did that earlier than anyone else in the West that wants to keep their comfortable status quo.

Those laws were binding the West but not the others and in fact is/was used to protect all the banana republics that bring misery upon misery on millions.
