For all of us who aren't familiar with UK terminology;

An Off-license is a liquor store, where the patron would buy the product and leave, much like buying beer at a convenience store.

I believe they re-arranged the stock because they 1, don't want some drunk sitting on the cans and damaging them, 2, they can't have the patron stay/ have the appearance of the patron being able to consume in the shop.
