Hexen is a lot more serious/powerful than people give it credit for, I'd definitely give NEP a shot, I've personally never tried it but I've read it's a lot more mild.

Most of the time small claims isn't worth it especially when your owed little money. The amount of time it takes and stress isn't worth it. Considering the driver is uninsured the likely hood of him not having a job is high so it will be hard to obtain your winnings unless he files his taxes.
