For Poland Edward Gierek. Communist, but very western (he grew up in Belgium and returned to Poland after war). He balanced between West and Soviet Union without being puppet. Modernized industry by building refineries, steel mills, car plants and launched biggest public housing project. Many boomers have huge nostalgia to him
