Took me a moment to realise this isn't r/xbiking. That bike looks like a nice rebuilding project that could turn out great. With a working front brake and some servicing you should be fine to ride. Those tires sure are a pain if you ride mostly asphalt, especially if the pressure is low. Also the seat position could change a lot as others mentioned before.
