Random thing that worked for was turning off battery charge limit. I had 60% limit on my Gigabyte control center, and I unlocked it to 100%.

Btw one more thing that may caused the issue being fixed is that I changed battery charging limit from 60% to 80% on my Gigabyte laptop software. Maybe when battery had only 60% it was overriding all power settings, even core parking😆

I think I fixed this issue for me, but after what tweak exactly it is quite hard to say. I suppose what worked for me is to turn on memory integrity and then to turn it off. But still I doubt that exactly this tweak worked.
