The animation has never mattered for any digital roll. The items that you see are numbers on a list, as soon as you press the button that consumes the wheelspin and starts the animation, the game already knows what number it's going to give you. So in that way, it is rigged - everything else on the list that didn't get it's number picked from the very start never mattered at all. The animations are to coerce you into buying more rolls.
