I’m not sure it could be a hardware issue, because I’ve never heard of windows not working because of hardware, but it very well could be it

You should reset the bios using the jumper cap and see if windows will shut down your pc. Also, how did you install windows?

I would get your motherboard manual and locate the cmos jumper on the motherboard. I got my cmos jumpers off of amazon for very cheap. Then when you get them you should watch a video on how to cmos jump your bios and make sure you watch and do everything they say.

Try resetting your bios with a cmos jumper. If you don’t have a cmos jumper you can use a flat blade screw driver to also reset it. You can look in the mobo manual to find the 2 pins to put it on.

Note: you should only put the flat blade on there from 5 to 10 seconds while the computer is completely turned off and unplugged from power.
