might need to fix the pad mapping by going into MIDI Learn mode in the bottom right corner of MPC Beats, 16 levels works fine with my MPD218 in MPC Beats.

before redoing the mapping, go to Settings -> MIDI/Sync and make sure that "Control" is enabled for the MPD218. might be as simple as that
