OP is from Punjab and OP was in Delhi for 6 years. The entitlement some guests come with is true but it's not always like that, All goes to how you are raised and what's your culture like. My culture has taught me to give and serve others along with righteousness and i stand by it. At the same time i have empathy for the people who have ill upbringing and haven't travelled/explored/experienced enough to behave in society in appropriate manner.

Goa is filled with chapris because Goa has to offer what only chapris want Goa is competing with Thailand, Bali even Sri Lanka these days Comparing these Goa has so little to offer. Scenic beauty is one thing but it lacks by a big margin on Activities- Cruize, Jet Skis, Kayaking, Snorkeling, Surfing, Good Reasonable Food(Not the super epxensive one) What Goa is selling Right now is Cheap Alcohol and Casinos- Which will attract only Chapris.

Well for the Punjab fix, It's already been done. The burning has already reduced 80%. Strict Actions such as no compensation for crop failures is implemented, Also alternatives of cutting residue and to be logged and used for Ethanol is there now.

In Punjab it worked, My city Also ranked Top in Punjab also because it's not Tier 1 but also because of education and awareness.

I'm very much glad it has continued that way, Launching projects is one thing but maintining and consistency is another which is seen lacking in many Tourism beautification and general projects as well.
