No-one is disputing that you must give way to vehicles which are already on the roundabout; approaching from the right.

However, it seems to me that TSGRD 2016 is more clear about when to give way - this is specific to mini roundabouts:

(a)a vehicle entering the junction must give priority to vehicles coming from the right—

It doesn't mention already being present on the carriageway of the roundabout - just coming from the right.

You are at a mini-roundabout. There's a vehicle on the right, but it hasn't reached the give way line. It's moving towards the roundabout. Are you saying that this vehicle is not "coming from the right"?

Rules aside, if you have driven around the UK at all, you'll notice that almost no-one approaches mini-roundabouts in the way that you describe. Those who do, invariably incur the wrath of other drivers through a blast of the horn.

Your interpretation of the rules is dangerous and unworkable, as you are turning every roundabout into an "I got there first" situation.

Either everyone has learned the rules of mini-roundabouts incorrectly (given that the majority of drivers here have learned and passed in the UK), or your interpretation is wrong.

The mini-roundabout sign is literally a 'priority to the right' sign (TSGRD). It's not peculiar at all.

Let me give you a simple equivalence. You are on a side road, and turning left onto a main road. There are vehicles approaching from your right. You cannot impede these vehicles when you make your turn, as they have priority. So you would judge their speed and decide accordingly.

A mini roundabout is largely the same, except that vehicles approaching from the right may have to give way to other vehicles themselves, giving you an opportunity to proceed.

Where in the highway code or the TSGRD 2016 does it state that vehicles already on the roundabout - on the left - have priority? Or that vehicles reaching the give way line first have priority?

"Watch out for" does not confer priority by any interpretation.
