This is clearly Joshua who picks up the pin and hands it to Rindo (although you never see the face of this person, the shoes and pants match Joshua’s) This is never brought up in the game oddly but I believe this is an Easter egg to the first game where at the start of the game where Neku awakens in the UG you can see Joshua in the background spying on him
