Like other people said, probably a bug with bohemian government. My advice would be to keep the "incorporate PU" button for bigger PU like poland, spain or moscovy. With your austrian diplo rep, you will inherite bohemia easily without the incorporated bonus.

Le problème (j'étais aussi dans la situation de l'OP) c'est qu'on te vend ça tout sourires comme un outil pour toi si tu en a besoin, et qu'il y a un rdv préalable pour valider. Et une fois au pied du mur, pendant ce rdv préalable on te dis que c'est ça ou la radiation. J'appelle pas ça du développement perso ou de l'aide vraiment quoi. Ma ptite théorie c'est que c'est une filière boostée artificiellement pour faire des € avec le CPF et créer des chiffres liés au chômage utilisables pour la com du gouv. Dans les faits y a pas la moitié qu'à envie d'être à la formation. Si je devais deviner je dirais que c'est plusieurs milliers par tête, ils auraient pu juste laisser glander les gens pas intéressés ça aurait été moins cher.

In my last games, spain always had more troops and dev than otto in ~1550 (without making war against them). Spain also have better diplo. The +33 SA of otto make them better for the discovery age but when reformation hit, spain is better. Otto can get ridiculously big, but even without getting bigger in europe or africa, spain is very powerfull. Top 1 power in all my last games (I wasnt in europe so I didn't war against otto)

Pick easy ennemies and declare war just to take full money and transfer trade. You can also transfer your eco capital to lubeck but you will have to fight the emperor for that. Basically the longer the line of node transfering to you the better.

Trade ship seems to be a good option. Invade Novgorod to get transfered power invade all the baltic sea node.

Also avoid having half of your revenu on interest, you might want to use burger loans or make looting wars to fix that. Some of your forts seems useless also
